Brussels’ carbon border tax will slash revenues of Western Balkan energy exporters

Over the past ten years, the Western Balkan countries – Bosnia and Herzegovina, Serbia, Montenegro, Kosovo, Albania and North Macedonia – have exported around 10 terawatt-hours of electricity to the EU each year, mostly produced from coal, generating billions in revenue for countries still waiting to join the EU.
However, this profitable business model is about to come to an end on 1 January, when the EU’s Carbon Border Adjustment Mechanism (CBAM) enters into force.
Designed to protect domestic companies from less climate-compliant foreign competition, the mechanism is set to undermine electricity exports from future EU member states.
