In pursuit of independence: Türkiye’s transition from a security consumer to a security provider
The transition toward a multipolar world order—marked by the crisis of the liberal international system and the gradual U.S. retreat—has opened new space for emerging middle powers like Türkiye. Ankara has pursued a more independent foreign policy, strengthening ties with alternative global actors while remaining part of Western alliances. Alongside economic and humanitarian diplomacy, Türkiye has prioritized the development of its defense industry to reduce external dependence. Its increasing military footprint in regions like the Middle East and Africa has made Türkiye an important player in regional security, with ambitions to become a global security provider. The policy paper offers an overview of Türkiye’s evolving military role and strategic outreach across the Middle East, the Balkans, Africa, and Asia.
