Italy’s International Development Cooperation – 2025 Review: From Strategy to Results

This paper presents an evidence-based fact-checking review of Italy’s 2025 self-assessment prepared for the OECD-DAC Peer Review. It assesses the coherence between declared strategies, policy frameworks and actual practices in Italian development cooperation, drawing on official documents, OECD-DAC data and a longitudinal comparison with previous Peer Review recommendations. The analysis highlights progress in results-based management and strategic alignment, alongside persistent gaps in implementation, transparency, territorial approaches, multilateral coherence and the migration–development nexus. The paper concludes with operational recommendations to strengthen accountability, policy coherence and measurable development results
