News: Franco-German proposal to resolve the crisis between Kosovo and Serbia

At the end of the Berlin Process Summit on 3 November, France and Germany sent Pristina and Belgrade the updated draft of the joint proposal to end the Serbian-Kosovar crisis. The proposal consists of nine points focusing on mutual respect for the jurisdiction and territorial integrity of the two countries.

Specifically, the proposal calls on both countries to develop "good neighbourly relations based on equal rights", to "resolve disputes by peaceful means" and to "establish permanent missions at the headquarters of their government".

Particularly important is the point where the Franco-German proposal specifies that "neither side can represent the other in the international sphere", a statement that could pave the way for both Serbia’s recognition of Kosovo’s sovereignty, Pristina’s full membership of international institutions such as the United Nations and the Council of Europe.
