News: European Parliament: Resuming of the debate on reforming the EU’s founding treaties

25 November 2025

The European Parliament has approved, by 330 votes in favor and 273 against, a resolution reaffirming its intention to reform the EU’s founding treaties, after nearly a year and a half of deadlock on the issue.

Among the main proposals are measures to strengthen the role of the Parliament, including: the creation of a more bicameral system to prevent institutional deadlocks;the full recognition of the Parliament’s right of legislative initiative; a stronger role in the co-management of the EU’s long-term budget.

The text also calls for a reform of the European Commission, suggesting changes to the appointment rules for the Commission President and the selection of Commissioners, with the aim of making the process more political and transparent.

With this vote, Parliament urges the European Council to immediately convene a convention to renegotiate the treaties, in accordance with Article 48 of the Treaty on European Union (TEU).
